A PUBLIC HEARING WILL BE HELD AND COUNCIL WILL DISCUSS AND TAKE APPROPRIATE ACTION ON THE FOLLOWING AGENDA.  THE COUNCIL RESERVES THE RIGHT TO RETIRE INTO EXECUTIVE SESSION CONCERNING ANY OF THE ITEMS LISTED ON THE AGENDA WHENEVER IT IS CONSIDERED NECESSARY AND LEGALLY JUSTIFIED UNDER THE OPEN MEETING ACT, CHAPTER 551, TEXAS GOVERNMENT CODE.

Public Forum:  Members of the public are invited to speak during Public Forum on items that are not on the City Council Agenda.  Comments regarding agenda items shall be held until the agenda item is being discussed and the presiding officer calls for comments from the public.  Comments during Public Forum are limited to 3 minutes per speaker.

Council will consider and take action on the following:

                                     

              OLD BUSINESS:  ITEMS TABLED FROM PREVIOUS MEETING:  NONE

 

NEW BUSINESS:  The Town Council will discuss and take action on the following:

  1. Discuss and take action on approving the replacement of the culvert on Celum Rd. near the intersection of Coffin Rd., and authorizing the Mayor to coordinate with EPCWID #1 for repairs, directing town staff to draft Interlocal Agreement with EPCWID #1, and authorizing the Mayor to execute said agreement. Funds are available in Major Street Repairs – Maintenance Supervisor Hector Parada  – Mayor Cano
  2. Discuss and take action on approving an asphalt overlay on a 440 feet section of Richfield Rd. (between Orange St. and San Elizario Rd.), and authorizing the mayor to sign a task order under existing Interlocal Agreement with the County of El Paso Public Works for the asphalt overlay. Funds are available in Major Street Repairs – Mayor Cano
  3. Discuss and take action to approve Contract for Election Services for the November 7, 2023 General Election, and authorize the Mayor to execute and take such actions as necessary for the conduct of the election – Mayor Ramon Cano
  4. Discuss and take action on Election Calendar and Resolution to order General Election on November 7, 2023 for electing three council members for two year term – Mayor Ramon Cano
  5. Discuss and take action on calendar for public hearing and adoption of FY2023-24 Town of Clint Budget and Tax Rate; set dates in August 2023 for Budget Workshop and introduction of Tax Levy Ordinance; in September 2023 for Public Hearing on Budget and adoption of Budget; in September 2023 for Public Hearing on Tax Rate and second reading and approval of Ordinance to Levy Taxes – Town Accountant Rose Hurt / Mayor Cano

The City Council of the Town of Clint may recess into EXECUTIVE SESSION pursuant to the Texas Government Code, Chapter 551, Subchapter D, under Article 551.071 – Consultation with Attorney; 551.072 – Deliberation Regarding Real Property 551.073 – Deliberation Regarding Gifts and Donations; 551.074 – Personnel Matters; 551.076 – Deliberation Regarding Security Devices and 551.087 – Deliberation Regarding Economic Development
