OPEN MEETINGS DURING COVID-19 EMBERGENCY DISASTER PERIOD:
After declaring a state emergency on March 16, 2020, Governor Greg Abbott temporarily suspended certain requirements of the Texas Open Meetings Act that require governmental officials and the public to be physically present at the public meeting location in order to reduce face-to-face contact and mitigate the spread of COVID-19.

The Town Council and staff will participate in this meeting in person at the Community Center located at 200 N. San Elizario Road, or via telephone conference.

Participation by members of the public is welcome. Members of the public may participate in the telephone conference, by calling the number provided below:

A PUBLIC HEARING WILL BE HELD AND COUNCIL WILL DISCUSS AND TAKE APPROPRIATE ACTION ON THE FOLLOWING AGENDA. THE COUNCIL RESERVES THE RIGHT TO RETIRE INTO EXECUTIVE SESSION CONCERNING ANY OF THE ITEMS LISTED ON THE AGENDA WHENEVER IT IS CONSIDERED NECESSARY AND LEGALLY JUSTIFIED UNDER THE OPEN MEETING ACT, CHAPTER 551, TEXAS GOVERNMENT CODE.

VI. OPEN FORUM:
An open forum will be held for the purpose of allowing the public an opportunity to voice opinions regarding any issues before this Town Council. Those wishing to address the Council are asked to limit their concerns to three minutes, to allow others in the audience an opportunity to speak as well. Council is prohibited from voting on any item that is not shown on the agenda for this meeting.

Discuss and take action to issue a request for proposals (RFP) for administrative services and requests for qualifications (RFQs) for engineering services related to the 2021-2022 Community Development Block Grant (CDBG) program administered by the Texas Department of Agriculture (TDA) – GrantWorks, Jerry Carvajal
B. Discuss and take action on Interlocal Agreement between the City of El Paso, Texas and The Town of Clint to provide public health, vector control and other services – Mayor Aguirre/Karl Rimkus – City of El Paso

D. Discuss and take action on a resolution to designate El Paso Times as the official newspaper for the Town of Clint for the Fiscal Year 2020-2021- Mayor Aguirre
