A PUBLIC HEARING WILL BE HELD AND COUNCIL WILL DISCUSS AND TAKE APPROPRIATE ACTION ON THE FOLLOWING AGENDA.  THE COUNCIL RESERVES THE RIGHT TO RETIRE INTO EXECUTIVE SESSION CONCERNING ANY OF THE ITEMS LISTED ON THE AGENDA WHENEVER IT IS CONSIDERED NECESSARY AND LEGALLY JUSTIFIED UNDER THE OPEN MEETING ACT, CHAPTER 551, TEXAS GOVERNMENT CODE.

  1. Presentation from Rio Grande Council of Governments on the Regional Comprehensive Economic Development Strategy process for the U.S. Economic Development Administration – Rio Grande Council of Governments – Aaron Burciaga, ENP GIS Coordinator
  2. Discuss and take action on approval of FY2026 Budget for El Paso County 9-1-1 District – Executive Director El Paso 911 District – Scott Calderwood
  3. Discuss and take action to appoint a Board Member and Alternate to El Paso Area Transportation Service, Local Government Corporation Board of Directors – John Andoh – Executive Director – El Paso Transportation Authority
  4. Discuss and take action on Resolution by the Town of Clint, Texas (City) denying the rate increase proposed by Texas Gas Service Company (TGS) in its statement of intent to change rates filed on about June 30, 2025; directing TGS to reimburse the city its reasonable rate case expenses; making other findings and provisions related to the subject; and determining that this Resolution was passed in accordance with the requirements of the Texas Open Meeting Act – Mayor Cano
  5. Discuss and take action to approve Resolution appointing Election Officials for the November 4, 2025 General and Special Election – Mayor Cano
  6. Discuss and take action to accept the tax appraisal rolls for tax year 2025 -Mayor Cano -Town Accountant Rose Hurt
  7. Presentation of the “No New Revenue Tax Rate” and “Voter Approved Rate” for FY 2025-2026 – Mayor Cano / Town Accountant Rose Hurt
  8. Discuss and take action to approve the proposed Tax Rate for FY 2025-2026 – Mayor Cano – Town Accountant Rose Hurt
  9. Discuss and take action to approve First Reading of an Ordinance of the Town Council of the Town of Clint, Texas, to adopt the tax roll; approving the Fiscal Year 2025-2026 ad valorem tax rate and levy of the assessed valuation of all taxable property within the corporate limits of the Town; providing for tax assessment, liens, penalties, and interest; and providing for findings of fact, severability, savings clause, publication, effective date, and proper notice and meeting – Mayor Cano / Town Accountant Rose Hurt
  10. Presentation of proposed FY 2025-2026 Town of Clint Budget – Mayor Cano / Town Accountant Rose Hurt

 

Executive Session: The Town Council will retire in executive session pursuant to sections 551.071-551.076, -Texas Government Code, to discuss any of the following:
